Google and other major buyers has already told the market they will not buy from sites that are not opt-ed in. Under GDPR all sites must obtain explicit consent from EU users to use PII data ( in the case of desktop and mobile, cookies) for digital advertising. Most of the major programmatic and ad tech vendors that buy WordPress publisher ad space are partnering with the IAB Framework.
